What we do
- Small scale biomass heat risks rapid degression. We need to review tariff structures to improve cost effectiveness and stability
- Large, cost effective projects are not happening due to lack of tariff confirmation. We need to address this
- We need confirmation of expanding budgets from Treasury from 2016 through to 2020 – there is risk of squeeze on all budgets
- We need to proactively support the introduction of sustainability rules through the Biomass Suppliers List, whilst ensuring that the administration of these rules is pragmatic
- In line with feedback to a WHA survey in December 2013 and a DECC survey in August 2014, we will work to improve installation quality across the industry
Policy priorities: 2015 – 2017
- Maintain and expand the RHI from 2016 to 2020
- Ensure biomass sustainability criteria and Biomass Suppliers List are practical
- Pursue a review of the RHI banding structure to ensure cost effectiveness
- Enhance RHI to give tariff certainty to projects with long lead times
- Extend support to direct air heating from biomass
- Introduce long term framework and incentives to support heat network investments at all scales
- Develop a long term renewable heat support mechanism for 2020 and beyond
